How to start a clipping agency in Romania

A clipping agency takes budgets from podcasts, artists and brands and turns them into hundreds of short clips, posted by creators on TikTok, Instagram, YouTube and Facebook. To start one in Romania you need a first client, people who will post, and a clear way to track views and payouts. Here are the steps, in the order you will actually go through them.

This guide is about video clipping: short moments cut from podcasts, shows or videos and posted on social media. In Romanian, "clipping" can also mean press monitoring, which is a different business. The Romanian version of this guide is Cum pornești o agenție de clipping în România.

What a clipping agency does

The client has long content, like a two-hour podcast, or a product they want to see all over TikTok. The agency proposes a campaign with a total budget, clear rules for the clips and a posting period.

Creators pick the best moments, turn them vertical, post them on their own accounts and get paid for the views they collect, usually per 1,000 views above a minimum threshold. The client pays the campaign budget, and the agency earns from the fee it charges for everything between the brief and the final report.

UGC works the same way, with one difference: creators film the content themselves, usually on camera, talking about the product.

1. Pick who you work for

It is easier to start with one niche, because it decides both the clients you look for and the creators you need.

  • Romanian podcasts and TV shows have hours of content every week, and many of them still post very few clips on TikTok.
  • Artists and labels want a new song to show up everywhere in the first days after release.
  • Brands and apps usually ask for UGC, because they want to see their product in the hands of real people.

2. Land your first client

Your first client almost always comes from people you already know: a podcast you follow, an artist you have met, or a company already running TikTok ads. When you reach out, show them what is possible. A few sample clips cut from their own content do more than any pitch deck.

In the first conversation, agree on the total budget and duration, the platforms, what kind of clips they want and what they will not accept, and what the final report looks like. Put it all in a written brief, in Romanian, since that is the language your creators will work in.

3. Find clippers

This is where most new agencies get stuck. Clients want to know how many people will post, and clippers want to see live campaigns before they sign up. You have two options.

Build the team yourself

Look for pages that already post clips from Romanian podcasts and shows, message them, bring them into a WhatsApp or Discord group and test them on your first campaigns. It takes time to build a group you can rely on, and some people drop out after their first clips.

Start with an existing network

On Clypt, your agency's campaigns reach more than 1,000 Romanian creators from day one. They have already worked on paid clipping and UGC campaigns and their accounts are verified.

4. Write the campaign rules

Good rules are few and clear. They usually cover what material to use and where to download it, what a clip should look like, what must appear in it, such as a name, a hashtag or the official sound, the view threshold for payment and the maximum a single clip can earn. The campaign budget is fixed, so the campaign stops when it runs out.

5. Review every clip

Every clip has to be approved before it gets paid. Check that it follows the rules, that it was posted from the registered account and that it is not the same video submitted twice with a different link. A clip with a small mistake can go back to the creator for a fix instead of being rejected.

Track views for the whole campaign, not just at the end. Clips with bought views show up in every niche, and paying for them costs you money and the client's trust.

6. Pay creators on time

Clippers stay with agencies that pay quickly and without arguments. Keep a record for every creator of approved clips, money earned and money already paid. Romanian creators expect to be paid in lei, usually by bank transfer, PayPal or crypto.

7. Show the client the results

The client wants to see where the money went: how many clips were posted, how many views they got and which ones performed best. A clear report keeps the client for the next campaign, and it is even better if they can follow the campaign live from their own account.

What is different in Romania

The market is smaller than in the US, so a few good clients and a reliable group of creators go a long way. Campaigns run in Romanian, clients pay in lei, and most creators work with Romanian content. Global clipping platforms are built for the US market, which usually means dollar payouts and fees on top of the budget. A local platform keeps the whole campaign in Romanian and in lei.

Frequently asked questions

Do I need a company to start a clipping agency in Romania?

To invoice clients you need a legal entity that can receive payments. Which form suits you is best decided with an accountant.

Is clipping the same as press clipping?

No. Press clipping means monitoring media mentions. A clipping agency in this sense runs campaigns where creators post short video clips and get paid for views.
